Quanzhou rolls out measures to lure top brains

A number of measures targeting recruitment of top minds with doctorates were recently rolled out by Quanzhou, a city in East China's Fujian province.

Under the measures, each newly established postdoctoral scientific research station approved by the Ministry of Human Resources and Social Security and the management committee of China Postdoctorals will be given a one-time subsidy of 1 million yuan ($146.124.06) for its construction.

For each staff member recruited in the postdoctoral scientific research station, a one-time training grant of 30,000 yuan will be given.

Postdoctoral staff members who pass their mid-term and employment contract expiry assessments will be given a subsidy of 50,000 yuan for further scientific research and living.

Each year in Qanzhou, 20 doctoral-level positions are allocated for innovation and entrepreneurship projects in the city, each with research funding of up to 500,000 yuan.

Newly hired holders of doctorates who do not have private housing in Quanzhou and who do not enjoy policy housing and related housing benefits, can live rent-free in city and county-level residential facilities. The longest rent-free period is 36 months.

Those who choose to buy a house can participate in the high-level talent residential program for the central urban area and get a subsidy of 50,000 yuan.

After a doctorate-holder is confirmed as a high-level talent at the city level or above, the successful applicant, as well as their spouse, parents and children can settle in Quanzhou.

The city will also establish a doctoral talent alliance to provide top people with public welfare and professional services.
