Ba Shengshun, president of the Tianjin Ninghe UAV Sports Association, said the district was building "a collaborative ecosystem" to train young drone pilots and incubate new industries. The plan includes systematic training, organizing competitions, and running exchange programs to support the growth of Ninghe's low-altitude economy.
