East Chinese region attracts global talent with digital trade


Yuhang, a district in Hangzhou, East China's Zhejiang province, is introducing a unique approach to attract talent returning from overseas, aiming to create a globally recognized "golden brand".
By leveraging digital trade, Yuhang is empowering its human resources sector with artificial intelligence and establishing a practical platform for global talent connections.
Shen Fangming, deputy director of the Yuhang Human Resources and Social Security Bureau, said that the Zhejiang (Yuhang) Digital Economy Human Resources Service Industrial Park has been integrated into the national system, becoming Hangzhou's first new national-level human resources service industrial park in nearly a decade.
In the first half of this year, the added value of the district's core digital economy industries saw an 8 percent growth, with human resources revenue reaching an impressive 8.7 billion yuan ($1.22 billion), injecting strong momentum into its high-quality development.
Shen stressed that the "golden brand" has attracted leading industry institutions such as Maimai, Career International and Liepin, establishing operations in Yuhang, gathering tens of thousands of professionals. A development pattern centered on "human resources + industrial synergy" has taken robust shape.
During the world-renowned 4th Global Digital Trade Expo (GDTE) held in Hangzhou starting Sept 25, Yuhang showcased an exhibition zone themed "AI + HR", to exhibit its strategic aim of introducing talent to help power innovation-driven growth.
With a theme "Digital Trade, Global Connectivity," this year's expo gathered 1,671 exhibitors and over 40,000 professional attendees from around the world.
Within Yuhang's zone, pioneering local enterprises such as Hangzhou Qingtuanbao, ZheXing Technology and Fuyao Zhishang gathered to showcase their series of benchmark products and leading services in "AI + HR."
In recent years, boosted by the National Hangzhou Human Resources Service Industrial Park as its core engine, Yuhang has steadfastly advanced the human resources service industry toward aggregation, internationalization, and digital intelligence.
Shen noted that further validation of its strength followed. During the 2025 selection of Zhejiang's "Specialized, Sophisticated, Distinctive, and Innovative" HR service institutions, Yuhang ranked first in the province by the number of selected enterprises.
This achievement serves as a high commendation for Yuhang's construction of a professional, digital, and refined human resources service system, showcasing its absolute leading advantage in this field, Shen said.
It has been learned that a human resources service transformation driven by digital intelligence technology is flourishing in Yuhang, offering global opportunities through its outstanding practices.
