Expert: VAT collection could shift to consumption end during 15th Five-Year Plan period

Ahead of the upcoming fourth plenary session of the 20th Communist Party of China Central Committee, Qiao Baoyun, a professor at the Central University of Finance and Economics, shared in an exclusive interview with China Perspective that the value added tax (VAT) collection mechanism could shift from its current "production site-based" model to a "consumption site-based" approach during the 15th Five-Year Plan (2026-30) period, which would be more conducive to boosting consumption.
