The 12th National People's Congress (NPC), China's national legislature, opened its third annual session Thursday morning at the Great Hall of the People in Beijing.

In his report, Li announced that China plans to lower the annual GDP growth target to around 7 percent from 7.5 percent, the slowest in 22 years. He also reiterated "zero tolerance" for corruption, vowing to build a law-based and service-oriented governance of the country.
