出于對陳水扁上臺以來“施政無方”及親屬、親信涉及多起弊案的不滿,國民黨和親民黨于本月初提案罷免陳水扁。臺“立法院”6月27日上午就此案進行記名投票,結(jié)果由于民進黨籍“立委”全部沒有到場,只有133名“立委”參加投票,其中同意票119票,不同意票0票,無效票14票。罷免案未獲通過。

Only 119 "lawmakers" in the 221-member "Legislative Yuan" voted for the recall motion far short of the two-thirds majority, or 148 votes needed to pass the motion calling for a public referendum on whether to oust Chen.

Recall一般用作動詞,表示回憶、回想,跟remember 近義。在這里用作“罷免”,其英文釋義是“the procedure by which a public official may be removed from office by popular vote”,即公民通過投票撤消某個官員的職務(wù)。例如: He has repeatedly said that the timing is not right for recalling the president. (他一再說罷免總統(tǒng)的時間尚未成熟)。文中的recall motion即“罷免案”。
