十一屆全國人大常委會第三十次會議24日在北京舉行，大會聽取了關(guān)于《加強網(wǎng)絡(luò)信息保護的決定（草案）》的說明。草案在保護公民個人電子信息、治理垃圾電子信息、網(wǎng)絡(luò)身份管理等方面做了規(guī)定。

The draft decision proposes the adoption of an identity management policy requiring Internet users to identify themselves to service providers, including Internet or telecommunications operators.

決定草案提出身份管理政策，要求用戶向網(wǎng)絡(luò)或電信運營商提供真實的身份信息。

Identity management就是“身份管理”，這里特指的“網(wǎng)絡(luò)身份管理”為online identity management，可在后臺進行（be conducted backstage）。決定草案規(guī)定， 國家保護能夠識別公民個人身份（determine the identity）和涉及公民個人隱私（personal privacy）的電子信息（digital information）。任何組織和個人不得參與竊取或出售個人電子信息（theft or trading of personal digital information）的活動。

個人電子信息被泄露后可能導(dǎo)致的情形有identity theft（身份竊?。?、bank account theft（銀行賬戶被盜），以及online fraud（網(wǎng)絡(luò)詐騙）等。
