《意見》從三個方面提出了進(jìn)一步擴(kuò)大消費(fèi)的政策措施。一是著力推進(jìn)幸福產(chǎn)業(yè)消費(fèi)提質(zhì)擴(kuò)容(improve the quality and expand the scale)。二是大力促進(jìn)傳統(tǒng)實物消費(fèi)擴(kuò)大升級。三是持續(xù)優(yōu)化消費(fèi)市場環(huán)境。

《意見》明確提出，要圍繞旅游、文化、體育、健康、養(yǎng)老、教育培訓(xùn)等重點(diǎn)領(lǐng)域，通過提升服務(wù)品質(zhì)(improve service quality)、增加服務(wù)供給(increase service supply)，不斷釋放潛在消費(fèi)需求(unleash potential consumption demand)：2016年底前新增100家全域旅游示范區(qū)(demonstration area for all-region tourism)創(chuàng)建單位；將已在上海啟動實施的國際郵輪入境外國旅游團(tuán)15天免簽政策(visa-free policy)逐步擴(kuò)大至其他郵輪口岸(cruise port)；探索試點(diǎn)游艇租賃業(yè)務(wù)(pilot yacht leasing service)；出臺促進(jìn)體育與旅游融合發(fā)展(promote the integrated development of tourism and sports)的指導(dǎo)意見。

《意見》要求，各地區(qū)、各部門要切實強(qiáng)化領(lǐng)導(dǎo)(consolidate leadership)，不斷研究解決擴(kuò)消費(fèi)和服務(wù)業(yè)發(fā)展所面臨的新情況、新問題，抓緊制定配套政策(supporting policies)和具體措施(specific measures)。
