國家發(fā)展改革委、國家能源局等多個(gè)部門近日聯(lián)合印發(fā)《關(guān)于擴(kuò)大生物燃料乙醇生產(chǎn)和推廣使用車用乙醇汽油的實(shí)施方案》，明確在全國范圍內(nèi)推廣使用車用乙醇汽油，到2020年基本實(shí)現(xiàn)全覆蓋。

China has for the first time set a targeted timeline to roll out the use of ethanol in gasoline nationwide for cars, part of its efforts to clean up pollution and optimize the country's energy mix.
我國首次設(shè)定了在全國范圍內(nèi)推廣車輛使用乙醇汽油的時(shí)間表，這是我國清理污染、優(yōu)化能源結(jié)構(gòu)的部分舉措。

According to a plan jointly released by 15 government departments, including the National Development and Reform Commission, the National Energy Administration and the Ministry of Finance on Wednesday, the country will implement use of ethanol-added gasoline by 2020, while targeting the large-scale production of cellulose ethanol and the world-leading position in advanced liquid biofuel technologies by 2025.
根據(jù)國家發(fā)展改革委、國家能源局、財(cái)政部等15部委13日聯(lián)合印發(fā)的一份方案，到2020年，我國將實(shí)現(xiàn)在全國范圍內(nèi)使用乙醇汽油；到2025年，力爭(zhēng)纖維素乙醇實(shí)現(xiàn)規(guī)?；a(chǎn)、先進(jìn)生物液體燃料技術(shù)達(dá)到國際領(lǐng)先水平。

乙醇汽油（ethanol-added gasoline）就是將燃料乙醇以一定比例添加到汽油中，這種汽油可有效減少汽車尾氣中的碳排放（carbon emission）、細(xì)顆粒物排放（PM2.5 emission）以及其他有害物質(zhì)的污染。

根據(jù)十五部委的聯(lián)合《實(shí)施方案》，我國將全面推廣E10乙醇汽油，也就是在汽油調(diào)合組分油中加入10%的變性燃料乙醇調(diào)合而成的環(huán)保汽油（gasoline with an ethanol content of 10 percent）。

方案還稱，政府計(jì)劃在我國東北地區(qū)建設(shè)乙醇產(chǎn)業(yè)基地（ethanol production base），但未透露更多細(xì)節(jié)。我國是世界第三大生物燃料乙醇生產(chǎn)國（the world's third-largest bioethanol producer），年使用量近260萬噸。

我國生物燃料乙醇產(chǎn)業(yè)自2001年就開始發(fā)展了。截至目前，全國已經(jīng)有11個(gè)省區(qū)試點(diǎn)推廣乙醇汽油，乙醇汽油占全國年汽油消費(fèi)總量（annual gasoline consumption）的1/5。
