Status, Problems and Countermeasures of China's 'Going Out' fisheries policy

2014-01-26

By the Research Department of Rural Economy of the State Council and compiled by Wu Zhenjun, and Zhang Cheng

Research Report No 208, 2013

Abstract:

After nearly 30-year of development, China has become one of the world's major deep-sea fishing countries, with fisheries accounting for a major of its “going out” policy for agriculture. China's fisheries are growing with optimized better industrial structure and resource exploitation ability, but the global fish resource exploitation is becoming more difficult with greater environmental protection moves. China's fishing faces problems in aging equipment, insufficient technological support, an incomplete industrial chain, and backward bases. So, to push the "going out" policy, the country needs to expand its share of offshore fishing through political, economic and diplomatic measures and build a complete system with modern materials and equipments, supportive polices and technology, and greater management services and talents.
