Accelerating the Improvement of China’s Spatial Planning and Governance System: A Case Study on Britain (No.119, 2018)

Abstract: “Spatial planning” is not only a policy tool for a government to guide the spatial layout of resources, but also one of the methods which enables a government to effectively manage “development” in a broader sense. This paper mainly reviews and analyses the U.K.’s spatial planning objectives and design of policy tools as well as its coordination mechanism for spatial planning implementation in different periods. Taking Britain as an example, the reform of China’s spatial planning and governance should adapt to the inherent requirements of the spatial flow of elements and the coordinated regional development under the new technological conditions, strengthen the control of spatial planning on the spatial order and effectively curb the spacial chaos; we should strengthen the function of “rebalancing” and bring equal development opportunities to different regions, and also explore the construction of an “integrated” spatial planning system with “functional layer” as its main structure. We should promote the innovation of spatial planning technologies and make the spatial planning more scientific and enforceable. We should also optimize the combination of relevant policy tools and thus lay a foundation for strengthening the implementation of China’s major spatial planning.
