Abstract: To build a digital government, the one-time provision of data principle needs to be followed to effectively solve the problem of multiple and repeated reporting of data which is strongly complained by the business and the people. The facts that top-level design is unclear, departmental interests are difficult to remove, online and offline integration is inadequate, standards and norms are not unified, and laws and regulations are not perfect have restricted the open sharing of data information across levels, regions, systems, departments and businesses. By strengthening top-level design, establishing a unified national data sharing platform system and promoting comprehensive online handling of public services, Estonia has successfully reached the goal that issues could get addressed through one-time provision of data. Its experience makes good reference to China in building a digital government, pushing forward the reforms designed to delegate powers, improve regulation, and provide better services, and optimizing the business environment. The policy options are as follows. The principle of one-time provision of data needs to be taken as the general principle to promote the establishment of digital government and the improvement of business environment. By so doing could we promote digital transformation of government based on data sharing and enhance the modernization of government governance system and capacity.
