Development Plan

Pingtan will make full use of its regional advantages to seize the opportunity to peacefully develop its cross-Straits relationship. Pingtan is expected to explore a construction model for people on both sides of the Straits in line with the principle of "co-planning, co-development, co-management and cooperation for mutual benefits".

The pilot zone wishes to enhance cross-Straits exchange and cooperation in fields such as economy, culture and society. Pingtan aims to build itself into "a homeland for compatriots on both sides of the Straits" to boost the mutual development of economy and society.

Development Goals

Pingtan seeks to achieve tangible construction and development results in the Pingtan Comprehensive Pilot Zone after five to 10 years.

By 2015, there shall be remarkable improvement in communications and public infrastructure in the zone. A development and opening-up framework as well as mechanisms for a new coastal city will be formed.

Pingtan will make progress in its featured industries, with remarkable improvement in ecological environment and public service quality. Communications across the Straits is expected to become more convenient thanks to a more optimized communication system. The island county aims to have better cooperation and more exchanges in economy, culture, and society across the Straits.

The pilot zone will form a unique industry system by 2020, led by high-tech and modern service industries. By then, the county's basic public service, urbanization and ecological civilization will be greatly improved.

Pingtan will develop into a homeland for compatriots on both sides of the Taiwan Straits with an economy tailored to Taiwan, deeper cultural exchanges, and integral development of both societies. With privileged policies, the zone is seeking a scientific development path to benefit people on both sides of the Straits.
