NPC motions prioritize national security, high-quality development


The quality of motions submitted by Chinese lawmakers during the ongoing third session of the 14th National People's Congress has improved, although the number saw a drop, according to the session's secretariat.
By Saturday noon, the secretariat had received a total of 269 motions from NPC deputies, 268 of which focused on legislation and one on supervision.
"The number has decreased compared with last year's 298, but the quality of the motions has significantly improved," said Guo Zhenhua, head of the group handling motions under the secretariat, on Sunday.
Guo revealed that NPC deputies are prioritizing legislation in key, emerging, and foreign-related sectors, with about 76 percent of the motions focused on optimizing mechanisms for high-quality development, people's livelihood, national security, and public security.
He added that 170 of the motions have been included in the 14th NPC Standing Committee's legislative work plan.

In addition to the motions, the secretariat noted it had received more than 8,000 suggestions from NPC deputies. These primarily addressed boosting consumption and investment, driving integrated development of technological and industrial innovation, and promoting high-quality growth through artificial intelligence.
NPC deputies also proposed accelerating the development of the low-altitude economy, protecting private enterprises, and managing risks in key areas such as real estate and finance.
Other suggestions included efforts to improve employment, agriculture, environmental conservation, and services in areas such as healthcare, psychology, and child welfare.
